It's a miko version of Wikipe-tan. Miko are women who serve gods and goddesses of Shinto.

Although this is a bytalk, one of my second cousins was the professional miko in Ise Shrine. She sometimes wore miko's clothes like this picture, and was participating in some ceremonies of Shinto, until she resigned from her job for marriage.

...By the way, do you know why miko wear the peculiar costume like this? The reason is that miko's one of the main works is dedicating their dances to gods of Shinto. The usual traditional costumes, like kimono, will be obstructive for their dances if they wear them.

Wikipe-Tan: A miko is a Shinto term in Japan, indicating a shrine (jinja) maiden or a supplementary priestess who was once likely seen as a shaman, but in modern Japanese culture is understood to be an institutionalized role in daily shrine life, trained to perform tasks, ranging from sacred cleansing to performing the Kagura, a sacred dance.
